The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is expended on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a reliance that European nations are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from US administration sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. US administration works based on a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is impossible to force Russia to abandon the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the situation will not shift further in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a total frontline collapse until situations evolve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to kill the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
